President Obama needed to be able to say say there were NO terrorist attacks on his watch. Sadly that wasn't the case, so he had to call the terrorist attack a spontaneous eruption of violence, or whatever.
President Bush could in fact claim NO terrorist attacks on his watch during his 2nd term.

Yes, I think the fundamental flaws are in the Arab societies themselves. Perhaps the Iraq invasion was spectacularly incompetent, but probably given the pathologies of the Arabs there was no way to a perfectly successful outcome (The Kurds, however, are doing just fine, and the Shias are doing a lot better than under Saddam, and both live under democracy, so the Iraq invasion should not be regarded as a total failure).
One of those flaws - by no means confined to Arab society - is a tendency to conspiracy theory. Everything that goes wrong is because of evil outside forces. Such a mindset prevents correct diagnosis of problems, and thus constructive action to solve them. The failures of the Arab Spring cannot be easily ascribed to the West, and so in a way might allow the Arabs to see things as they really are: that the fault lies not in the stars, but in themselves. And that might be the necessary first step to really constructive action.
