In his speech to Congress, President Wilson declared fourteen points which he regarded as the only possible basis of an enduring peace.:^[8]

I. Open covenants of peace, openly arrived at, after which there shall be no private international understandings of any kind but diplomacy shall proceed always frankly and in the public view.

II. Absolute freedom of navigation upon the seas, outside territorial waters, alike in peace and in war, except as the seas may be closed in whole or in part by international action for the enforcement of international covenants.

III. The removal, so far as possible, of all economic barriers and the establishment of an equality of trade conditions among all the nations consenting to the peace and associating themselves for its maintenance.

IV. Adequate guarantees given and taken that national armaments will be reduced to the lowest point consistent with domestic safety.

V. A free, open-minded, and absolutely impartial adjustment of all colonial claims, based upon a strict observance of the principle that in determining all such questions of sovereignty the interests of the populations concerned must have equal weight with the equitable government whose title is to be determined.

VI. The evacuation of all Russian territory and such a settlement of all questions affecting Russia as will secure the best and freest cooperation of the other nations of the world in obtaining for her an unhampered and unembarrassed opportunity for the independent determination of her own political development and national policy and assure her of a sincere welcome into the society of free nations under institutions of her own choosing; and, more than a welcome, assistance also of every kind that she may need and may herself desire. The treatment accorded Russia by her sister nations in the months to come will be the acid test of their good will, of their comprehension of her needs as distinguished from their own interests, and of their intelligent and unselfish sympathy.

VII. Belgium, the whole world will agree, must be evacuated and restored, without any attempt to limit the sovereignty which she enjoys in common with all other free nations. No other single act will serve as this will serve to restore confidence among the nations in the laws which they have themselves set and determined for the government of their relations with one another. Without this healing act the whole structure and validity of international law is forever impaired.

VIII. All French territory should be freed and the invaded portions restored, and the wrong done to France by Prussia in 1871 in the matter of Alsace-Lorraine, which has unsettled the peace of the world for nearly fifty years, should be righted, in order that peace may once more be made secure in the interest of all.

IX. A readjustment of the frontiers of Italy should be effected along clearly recognizable lines of nationality.

X. The people of Austria-Hungary, whose place among the nations we wish to see safeguarded and assured, should be accorded the freest opportunity to autonomous development.

XI. Romania, Serbia, and Montenegro should be evacuated; occupied territories restored; Serbia accorded free and secure access to the sea; and the relations of the several Balkan states to one another determined by friendly counsel along historically established lines of allegiance and nationality; and international guarantees of the political and economic independence and territorial integrity of the several Balkan states should be entered into.

XII. The Turkish portion of the present Ottoman Empire should be assured a secure sovereignty, but the other nationalities which are now under Turkish rule should be assured an undoubted security of life and an absolutely unmolested opportunity of autonomous development, and the Dardanelles should be permanently opened as a free passage to the ships and commerce of all nations under international guarantees.

XIII. An independent Polish state should be erected which should include the territories inhabited by indisputably Polish populations, which should be assured a free and secure access to the sea, and whose political and economic independence and territorial integrity should be guaranteed by international covenant.

Wilson at first considered abandoning his speech after Lloyd George delivered a speech outlining British war aims, many of which were similar to Wilson's aspirations, at Caxton Hall on January 5, 1918. Lloyd George stated that he had consulted leaders of "the Great Dominions overseas" before making his speech, so it would appear that Canada, Australia, New Zealand, South Africa and Newfoundland were in broad agreement^[10].

Wilson was persuaded by his adviser Colonel House to go ahead, and Wilson's speech overshadowed Lloyd George's and is better remembered by posterity.^[11]

The speech was made without prior coordination or consultation with Wilson's counterparts in Europe. Clemenceau, upon hearing of the Fourteen Points, was said to have sarcastically proclaimed, "The good Lord had only ten!" (Le bon Dieu n'en avait que dix !). As a major public statement of war aims, it became the basis for the terms of the German surrender at the end of the First World War. After the speech, Colonel House worked to secure the acceptance of the Fourteen Points by Entente leaders. On October 16, 1918, President Woodrow Wilson and Sir William Wiseman, the head of British intelligence in America, had an interview. This interview was one reason why the German government accepted the Fourteen Points and the stated principles for peace negotiations.^{[citation needed]}

The report was made as negotiation points, and the Fourteen Points were later accepted by France and Italy on November 1, 1918. Britain later signed off on all of the points except the freedom of the seas.^[12] The United Kingdom also wanted Germany to make reparation payments for the war, and thought that should be added to the Fourteen Points. The speech was delivered 10 months before the Armistice with Germany and became the basis for the terms of the German surrender, as negotiated at the Paris Peace Conference in 1919.^[13]

The speech was widely disseminated as an instrument of Allied propaganda and was translated into many languages for global dissemination.^[14] Copies were also dropped behind German lines,to encourage the Central Powers to surrender in the expectation of a just settlement.^[5] Indeed, in a note sent to Wilson by Prince Maximilian of Baden, the German imperial chancellor, in October 1918 requested an immediate armistice and peace negotiations on the basis of the Fourteen Points.^[15]

Theodore Roosevelt, in an article "The League of Nations" published by Metropolitan Magazine (January 1919), warned: "If the League of Nations is built on a document as high-sounding and as meaningless as the speech in which Mr. Wilson laid down his fourteen points, it will simply add one more scrap to the diplomatic waste paper basket. Most of these fourteen points... would be interpreted... to mean anything or nothing."^[16]

Senator William Borah after 1918 wished "this treacherous and treasonable scheme" of the League of Nations to be "buried in hell" and promised that if he had his way it would be "20,000 leagues under the sea".^[17]

Yo naci dentro de la clase trabajadora,si se quiere mas precisamente, " la clase media baja ,y pronto voy a cumplir 80 anios.



Yo recuerdo perfectamente la composicion social cubana de antes de los Castros.

Recuerdo la estructuras socio-economicas y politicas de antes de 1959  y puedo decirles, que a todas las Escuelas a las que fui a estudiar eran ESCUELAS PUBLICAS Y GRATUITAS. 

Llegue al cabo del tiempo al nivel Universitario, ya esto dentro del periodo castrista, pero recuerdo muy bien que las Universidades Publicas tambien eran gratuitas y solo habia que pagar las matriculas o sea el registrarse como estudiante de esas instituciones. 

Miles, decenas de miles de cubanos pasamos por aquellas instituciones docentes universitarias que SIEMPRE FUERON GRATUITAS. 

Tambien recuerdo que los Hospitales Publicos eran gratuitos, los servicios de todo tipo eran gratis, habian tambien  Casas de Socorros o Primeros Auxilios gratuitas donde incluso habian servicio de Dentistas.

 Luego habian en paralelo las instituciones Privadas . 

O sea, las Escuelas Privadas, las Universidades Privadas, las Clinicas Mutualistas Privadas a las cuales cualquier cubano con un ingreso regular y de trabajador tenia acceso, pagando una mensualidad que obscilaba entre $2.00 pesos mensuales hasta $5.00 .

Pero tambien recuerdo algo que nunca o casi nunca ni se menciona...Que en la Cuba de aquellos tiempos , los que estudiaban Medicina,  lo hacian con tremenda motivacion o vocacion .

Eran estudiantes que provenian de todos los niveles y condiciones sociales.

Los habian muy pobres que con muchisimo sacrificio de sus padres o familiares lograron graduarse de Medicos, Dentistas etc.y tambien los habian con mas medios economicos,de padres o familiares pudientes o mas ricos. 

Es el caso que esos medicos cubanos se contaban entre los mejores del mundo, por sus capacidades y su vocacion profesional. 

Y tambien recuerdoque muchos de ellos eran capaces de asistir y ayudar a pacientes sin ni siquiera cobrarles AUN SI  FUERA UNA CONSULTA PRIVADA y FUERA DEUN ESTABLECIMIENTO ESTATAL. Esos actos de humanismo, de conciencia social, se daban en aquella Cuba... de antes de Castro. 

Casos de medicos cubanos que salian de sus camas a las 3:00 A.M. de la madrugada para ir hasta un bohio en el campo y asistir en un parto a una pobre y humilde mujer guajira y

sin esperar cobrar nada en retorno por su ayuda profesional. 

Esa era una Cuba que no necesito , que no necesitaba de ningun SOCIALISMO ,MARXISTA, LENINISTA . 

Pero tambien quiero dejar en claro que teniamos cosas que arreglar, en lo social y politico. NO ASI EN LO ECONOMICO, pues Cuba era uno de los mejores paises y mas ricos o prosperos del este Continente. Y por esa misma razon, venian desde Europa decenas de miles de inmigrantes, en su mayoria o principalmente, Espanioles, Italianos . En las Estadiscas de Cuba, se encuentra que entre 1900 y 1959 llegaron a Cuba mas de 700,000 Espanoles y que habian mas de 45,000 italianos  esperando visas en los Consulados de Cuba en Italia.

Aunque tambien llegaban de otros paises,pero en menores numeros.
