Deuda Externa

En el año 1960 Cuba confiscó activos norteamericanos por un valor de 1,9 mil  millones de dólares (de la época) por los cuales no pagó indemnización alguna. Fue la confiscación de bienes norteamericanos más grande de la historia. El estado cubano confiscó además propiedades de personas que emigraron al exterior por un valor de 6,7 mil millones de dólares. ( Ver La Financiación del Totalitarismo Cubano)

El estado cubano no reconoció y por tanto tampoco pagó una deuda perteneciente a los gobiernos anteriores a 1959, por un valor de 52 millones de dólares. Las reservas internacionales en aquel momento sumaban 505 millones de dólares, siendo la segunda reserva más grande de América Latina, después de la de Venezuela. En este año se nacionalizó la banca y se confiscaron los depósitos bancarios.

La ONEI ofrece datos oficiales sobre la deuda externa cubana desde el año 1993 hasta el año 2015. Las cifras oficiales no incluyen la deuda con la URSS y otros países ex socialistas. Tampoco ofrecen datos sobre los países deudores. En el año 2003 la ONEI, cambia la forma de presentación de los datos. Probablemente estos datos no incluyen la deuda con China y Venezuela. Vemos como la deuda oficial y la deuda con proveedores ha ido aumentando desde el año 2004. 

Todos los países que han ofrecido créditos a Cuba han terminado sin cobrar sus deudas. Esto incluye a los 35 mil millones de Rusia, 15 mil millones del Club de Paris, 1.4 millones de pequeños inversores del Club de Londres (Reuters reportó un acuerdo de una condonación importante en febrero del 2018 pero sin precisar cifras) , los 6 mil millones de China, los 2.4 millones de Argentina, los 996 millones de Japón, la deuda (sin datos oficiales) condonada por Viet Nam, la deuda con Brasil de 972 millones para construir la Zona Económica Especial del Puerto del Mariel, los 2.4 mil millones sin devolver a los otros países socialistas, el 70% de condonación de los 486 millones debidos a México, los 1.9 mil millones que le deben a Argentina. También se incluye la deuda por las confiscaciones de firmas norteamericanas que ronda los 8 mil millones, y una cantidad por determinar de Venezuela.

El gobierno cubano no ofrece datos sobre la magnitud de la deuda externa. Los datos no son transparentes, completos, ni actualizados.

El Economist Intelligence Unit estima la deuda de Cuba en 30.036 mil millones de dólares para el 2018, que suponemos excluye las deudas inactivas con Argentina, los ex países socialistas y las cuotas pendientes por indemnizaciones. Esta cuota representa un aumento de 9.6 mil millones con respecto al 2017, ya que anteriormente asumían que el pago de intereses por la deuda vencida con el Club de Paris había sido condonado. Sin embargo, esta cuota será descontada de la deuda durante los próximos 18 años, si el gobierno de Cuba cumple con los compromisos de pago de la deuda a tiempo.
